EMSSU

1. The GM's Office role is to provide efficient and effective supportive services to the Board of Directors, Minister and The Management

2. AUDIT UNIT

  • To Provide auditing Services to all aspects (Financial & Non-Financial) of the Authority to strengthen SPA’s overall integrity.
  • Ensure effectiveness and adequacy of Internal Controls and processes in place
  • Ensure operational and management efficiency are implemented and continuously monitored
  • Asses compliance with the approved and relevant Acts & Legislation, internal control policies and procedures
  • Assess and identify possible risks associated with all activities of the Authority

FINANCE

1. The Finance Division is mainly responsible for timely, efficient, and effective financial reporting on managing of funds for Executive decision making

  • Ensure efficient management of financial resources
  • Ensure that the correct amount of revenue is due to be paid to and collected by SPA.
  • Efficient management of the payment process.
  • Effective Budget Planning and linkages to strategies and PMs of Corporate Plan
  • Compliance with Financial reporting to stakeholders

CORPORATE SERVICES

Corporate Services is responsible for providing efficient, supporting services to all SPA operations and it consists of three main units:

1. HUMAN RESOURCE AND ADMINISTRATION UNIT:
  • Maintaining quality in staff development practices and execution of support services for improved performance.
  • Reviewing and updating all Polices, Manuals and systems.
  • Designing professional development program for SPA
  • Monitoring vehicle operations and maintenance

3. MARKETING & STATISTICS:

  • Enhance partnership to forge links with potential shipping lines
  • Optimize all SPA commercial avenues to increase its overall financial status
  • Accurate recording of statistics / Preparation of Monthly Statistical report
2. INFORMATION TECHNOLOGY:
  • Improve SPA digital information technology
  • To update and modernise online medium of information awareness distribution.
  • To provide supportive IT services and maintenance to all Divisions
  • Security of System and Information
  • Ensure security of Backup System and Monitor, control Access level

Port Operation Division strive to be efficient in the pursuance of all Port Services, ensuring compliance with security and safety standards & cargo operations for SPA. It consist of 3 units:
1 Manifest Acquittal & Cargo Operations:
  • Efficient liaison with Shipping Agents in managing manifest process.
  • To provide storage facility to accommodate general cargo including break-bulk etc
  • Designate a high risk secured isolated area for Dangerous Cargo eg. Explosives, inflammable, etc
  • To provide a servicing facility for cleaning, maintenance and repairs of containers
  • To inspect and enforce the safety of all stevedoring equipment
3 Electrical, Plumbing & Carpentry Services
  • Monitor Electrical, Plumbing and Carpentry Services
  • Provide and improve electrical services & maintenance in all electrical appliance on port.
2 Port Security Services:
  • To provide a more effective and efficient security services for the protection of passengers and crews of international and domestic ships interfacing with the port facility
  • Supervise, Maintain and administer strict adherence with the overall safety procedures and performance of all ships and cargo operations.
  • To deliver efficient management of resources on Port in compliance with relevant legislations
  • Monitor efficiency of Cargo movement and vessel Operations
  • Record access Record of Vehicle in the wharf
  • Review Disaster Management Plan

MARITIME

1. The Maritime division provides professional and efficient marine services for the movement of vessels:

  • They ensure compliance with safety standards and regulate movements of vessels within Ports Areas.
  • Partnership approach with Port Users in ensuring that SPA provides expected services while the Port User is aware of Port regulations
  • All berthing areas and port infrastructure to be maintained to meet international standards
  • Essential utilities to meet required standards. Provision of water and electricity for vessels.
