The Government of Samoa is\nembarking on a project to enhance the safety, security, and sustainability of\nApia Port. In addition to infrastructure upgrades (e.g. a breakwater upgrade\nand the redevelopment of the terminal yard), the project also includes the\nidentification and implementation of Green Port Initiatives to facilitate the\ntransition towards a \u2018Green Port\u2019.<\/span><\/b> The identification and\nimplementation of various Green Port Initiatives (GPIs) is included in the\nscope of work being delivered by Royal HaskoningDHV. This iReport provides\nstakeholders with an update on progress.<\/span> The first steps in the\nproject included setting a Vision for Apia Green Port and establishing a Green\nPort Initiatives Working Group (GPIWG) that includes key stakeholders. The\nvision focuses on three key pillars: \u00b7 \n<\/span><\/span>Disaster Management through preventative and preparatory\nmeasures that ensure timely and effective response to disasters in a\ncoordinated manner<\/span> \u00b7 \n<\/span><\/span>Adopting Green Port practices through environmental\nsustainability, operational efficiency, safety in operations, and resilience\nagainst future climate change. \n\n\n\n\n\n<\/p> \u00b7 \n<\/span><\/span>Institutionalising Gender Equality in Green Port operations and\nmanagement. The Project aims to\nimprove the climate resilience, safety and efficiency of SPA’s ports through\nthe simplification and streamlining of relevant physical and non<\/span>\u2010<\/span>physical components of the Port<\/span>\u2019<\/span>s operation. A green\nport policy (GPP), alongside green port initiatives (GPIs), will be developed to\npromote environmentally sustainable practices and optimise operational and\nenergy efficiency for the Samoa Ports Authority (SPA). Enhancing\nopportunities for women is also a key element of this Project, with gender\ninitiatives to be developed to ensure that, as a \u2018Green Port\u2019, SPA’s ports are\nalso gender equal ports.<\/span><\/p>\n The GPP and GPIs have been developed based on an audit of SPA\u2019s\nperformance against green port indicators based on international best practice\nand maritime conventions ratified by Samoa. This included gender analyses to\nensure that the initiatives identified enhance opportunities for participation\nby women and address any impacts of port operations <\/span>on <\/span>women<\/span>. As the Project progresses, it will provide training\nopportunities for state<\/span>\u2010<\/span>of<\/span>\u2010<\/span>the<\/span>\u2010<\/span>art operations and\nenvironmental management practices. Key to this will be the development of a Green\nPort Practice Manual (GPPM) to assist with day-to-day operations.<\/span><\/p> <\/span> Also key to the Project is the development of a Multi-Hazard\nDisaster Preparedness Plan (MHDPP) which will run in parallel with the\ndevelopment of the GPP, GPPM and GPIs. Disaster preparedness is crucial for the\nsafety of SPA’s ports as well as business continuity and sustainability. The Project has three key themes, for SPA’s ports to be: (i) ‘green’ ports (ii) prepared for disasters from multiple hazards \n\n\n\n\n\n\n\n<\/p> (iii) gender equal <\/span><\/p>\n Note: Whilst this Project was initially intended to\nfocus on Apia Port, the focus is now on all of SPA’s ports. Any reference\nto Apia Port should therefore be read in the context of how it could also apply\nto SPA’s other ports. A fundamental first step for the Project was the development of a vision for the Green Ports with SPA. Defining the vision is the framework for all other activities carried out during the Project.
